Information for Applicants for AB 2398 Funds

Introduction

The California Carpet Stewardship Program provides incentives in the form of subsidies, grants and technical assistance to support collector/sorter entrepreneurs, processors and secondary product manufacturers that help divert post-consumer carpet from California landfills and/or recycle it.

Who May be Eligible

Definitions for the AB 2398 Fund Applicants (25 KB)

Any processor or secondary product manufacturer who has diverted post-consumer carpet from landfills in California and/or recycled such carpet may be eligible for funds from AB 2398. New incentives became available effective April 1, 2015 (Q2) and July 1, 2015 (Q3) in response to the decline in the global recycling commodities marketplace. These enhanced program incentives will be further supported by the increased program assessment of twenty cents per square yard of carpet shipped and/or sold in the state of California, effective April 1, 2016.

If you are a Collector/Sorter Entrepreneur (CSE) involved in carpet recycling you may also be eligible for incentives. New incentives became available for CSEs in 2015.

ALL MONTHLY REPORTS ARE DUE BY 11:59 PM ON THE LAST DAY OF THE SUBSEQUENT MONTH. FOR EXAMPLE: THE JANUARY 2017 MONTHLY REPORT IS DUE BY FEBRUARY 28.

AB 2398 Reporting Period

Effective September 2015, reporting periods are monthly. Reports are due 30 days following the end of the reporting period. Please see August 2015 Notice for additional details regarding this change.

 

AB 2398 Fund Requests

NOTE: In order to be eligible to receive incentives, applicants adhere to proper protocols including regular reporting, record keeping, best management practices and other program compliance requirements. For subsidy payouts, applicants must also be CARE members in good standing.
