CARE Carpet Stewardship Plan
The CARE Carpet Stewardship Plan linked below was submitted to CalRecycle, on behalf of the carpet manufacturing companies, who are participants in the CARE Plan. The Plan details the Program, designed to support continuous meaningful progress toward carpet stewardship goals such as source reduction, reuse, collection, recycling, diversion, and market development.
The current Plan, titled California Carpet Stewardship Program Plan, was approved by CalRecycle’s Director. Scott Smithline, Director, approved CARE’s Revised California Carpet Stewardship Plan 2018-2022 containing Chapter 0 following CalRecycle’s February 19, 2019 Public Meeting. As a key provision of the California Carpet Stewardship Program, a mandatory assessment is required to be placed on every square yard of carpet sold into California. Note that as of January 1, 2019, the California Carpet Stewardship Assessment on all carpet sold and/or shipped in California is $0.35 per square yard assessed at the point of sale. This assessment change supports critical increases in subsidy amounts, subsidy categories, new grants program, expanded staffing and other enhanced resources as outlined in the Plan Addenda.
Other changes, previously adopted in October 2015 and January 2016 include:
- New incentives
- Increases in existing incentives
- Addition of the collector/sorter community
- Improved internal controls including adopting monthly vs. quarterly reporting
- Increased education and outreach
- Increased staff resources
- Expanded collection service
- Budget revisions
- Timeline development for 2017 Plan

Carpet Manufacturer Registration for the CARE Stewardship Plan for California AB 2398
To comply with the California law AB 2398, all carpet manufacturers must register and submit a stewardship plan to CalRecycle. Fortunately, you don’t have to do it alone. You can participate in the stewardship plan developed by the Carpet America Recovery Effort (CARE). We can assist you in meeting California AB 2398 stewardship plan requirements.
All carpet manufacturers must register to be included in CARE’s stewardship plan. To be included in the CARE Stewardship Plan, you must be a member of CARE. If you are not already participating in the CARE stewardship plan, please click on the link below to register:

A list of the Carpet Manufacturers who have registered with CARE to participate in the CARE Stewardship Plan for AB 2398 can be found at www.calrecycle.ca.gov/Carpet/MfrBrands. If you are a retailer or dealer, please check this list to confirm if your vendor has registered to be a part of the CARE Stewardship Plan. If you vendor is not on this list, we recommend that you contact your sales representative or CARE.
