Product Testing Grant Application

Product Testing Grant Cycle 7B will support product testing, research and development, and similar market development activities to improve and enhance post‑consumer carpet (PCC) recycling and utilization of recycled content product manufacturing.

Application Form: Product Development / Testing Grant

The Product Development / Testing Grant Program is administered through Carpet America Recovery Effort (CARE) for the California Carpet Stewardship Program.

The Procedures and Requirements describe project and reporting requirements, report due dates, report contents, grant payment conditions, eligible and ineligible project costs, project completion and closeout procedures, records and audit requirements. Please refer to the document titled "EXHIBIT B PROCEDURES AND REQUIREMENTS" for more information.

All grant expenditures must be for activities, products and costs specifically included in the approved Work Plan and approved Budget. Eligible costs must be incurred, services provided, and goods received after receiving a Notice to Proceed (NTP) and before the end of the Grant Term. Eligible costs are limited to Equipment / infrastructure, Program education and outreach materials, Minor improvements to existing collections or reuse facilities or Program education and outreach materials.
Throughout this application, we refer to a section in the 2018-2022 California Carpet Stewardship Plan approved by CalRecycle. We recommend you become familiar with the Highest Recyclability Model found on page 116 of the plan to help you with your application. Section V. Project Narrative (Concept Proposal)
Program Need*
How does this project fill the California Stewardship Program Goals and needs? Specifically: How does the manufactured or processed output meet highest recyclability criteria described on page 116 of the CARE 2018-2022 plan? How will the project significantly increase CARE's recycling rate?
Project Description and Objectives*
Provide a description of the project that speaks to the Business Case / Economic Feasibility of the final product. Objectives identified in this section must be listed out in Section V. Project Work Plan. Make sure to cover: 1.) Type of PCC material to be used (whole/raw carpet, fiber, pellets, PC4, etc) 2.) Projected annual pounds of processed or raw PCC material needed 3.) Source of processed or raw PCC material (must be CA PCC) 4.) Expected manufacturing costs per unit, transportation costs, target Manufacturer Suggested Retail Price (MSRP), identification and price of competing products 5.) Identification of processing/manufacturing operation should product testing be successful Note: If any of Grantee’s materials constitute trade secrets or confidential information, such materials should be clearly designated as such.
