As part of its responsibilities in implementing the carpet stewardship law, CalRecycle must go through a rulemaking to clarify the statutes for items including stewardship plan approval criteria, a process for CalRecycle to accept payment for its services related to oversight and enforcement activities, the establishment of a progressive enforcement approach, and criteria for acceptance of annual reports.
The purpose of this message is to provide additional information about the upcoming informal carpet rulemaking workshop and stewardship stakeholder consultation on February 22, 2011 at Cal/EPA in Sacramento, CA. In particular, this message has information about new workshop documents that are available for review and provides information on workshop registration, which is now open.
The website for the workshop has several additional discussion drafts and informal draft regulatory text. Comments on these documents may be provided at the workshop or in writing by Feb 23, 2011.

The day will be divided into two parts. First, CalRecycle staff will conduct an informal workshop for the rulemaking. The goal of the CalRecycle workshop will be to receive comments on the discussion draft documents prior to the formal rulemaking process.
The morning workshop will be followed by a stakeholder consultation in the afternoon conducted by Carpet America Recover Effort (CARE), the stewardship organization implementing the carpet stewardship law. The goal of the afternoon session will be to explain the roles and responsibilities of the Carpet Stewardship Organization (CARE), and to seek input and guidance from stakeholders on the required elements of the Carpet Stewardship Plan (i.e., funding mechanism, education and outreach, invoicing through to the customer, accounting and auditing, reporting).
2. Overview of the California Carpet Stewardship Law
CalRecycle has a webpage that describes the new carpet law and provides information on CalRecycle-specific implementation activities.
3. Proposed Rulemaking
This site will be updated to provide all information related to the rulemaking as CalRecycle progresses with its efforts.
