In 2011 Governor Brown signed AB 2398 into law, appointing Carpet America Recovery Effort (CARE) as the carpet stewardship organization for the state, with the mandate of keeping California carpet out of landfill and instead made into products that include recycled-carpet material. After several years of progress deemed insufficient by CalRecycle, AB 1158 was passed in 2017. The new law set goals for recycled output and convenient collection that the 2018 5-Year Plan strives to address and meet.
The latest 5-Year Plan was submitted to CalRecycle on March 16, 2018 following review and incorporation of Carpet Stewardship Program Advisory Committee recommendations. CalRecycle will review the Plan at the May public meeting. Learn more:
